It seems that something goes wrong while Publii tried to copy themes to the user documents. Did you tried to reinstall Publii? Alternatively, you can manually copy files from this folder: https://github.com/GetPublii/Publii/tree/master/app/default-files/default-themes to My Documents/Publii/themes catalog

And thanks for the reply. It seems that Publii has issues with settings saved in the Macs iCloud (default behaviour).
I moved everything on a none iCloud folder, copied themes and everything seems in order.
I suppose that it is connected with a way how iCloud works - some files are not available until you try to open it. In fact the problem will probably lied on the native node fs library not in the Publii itself and I afraid that we cannot to do with it anything else at this moment.
The same problem was connected with Microsoft One Drive service and upgrade to Electron 3 helped with this issue as it was connected with the native fs library.
